Saddam's Last Letter
Excerpts from a letter in the name of Saddam Hussein posted on a website on Wednesday:
To the great nation, to the people of our country, and humanity,Many of you have known the writer of this letter to be faithful, honest, caring for others, wise, of sound judgment, just, decisive, careful with the wealth of the people and the state ... and that his heart is big enough to embrace all without discrimination.
You have known your brother and leader very well and he never bowed to the despots and, in accordance with the wishes of those who loved him, remained a sword and a banner.
This is how you want your brother, son or leader to be ... and those who will lead you (in the future) should have the same qualifications.
Here, I offer my soul to God as a sacrifice, and if He wants, He will send it to heaven with the martyrs, or, He will postpone that ... so let us be patient and depend on Him against the unjust nations.
Remember that God has enabled you to become an example of love, forgiveness and brotherly coexistence ...
I call on you not to hate because hate does not leave a space for a person to be fair and it makes you blind and closes all doors of thinking and keeps away one from balanced thinking and making the right choice ...

I have written this letter because the lawyers told me that the so-called criminal court — established and named by the invaders — will allow the so-called defendants the chance for a last word. But that court and its chief judge did not give us the chance to say a word, and issued its verdict without explanation and read out the sentence — dictated by the invaders — without presenting the evidence. I wanted the people to know this.

Maoist couple cremated
KARIMNAGAR: Maoist central committee member Vadkapur Chandramouli alias Devenna and his wife district committee member Karuna alias Kavithakka, who were killed in an encounter with the police in the forests of GK Veedi in Visakhapatnam district on Wednesday night, were cremated in their native village of Vadkapur in Julapalli mandal on Saturday evening.
Balladeer Gaddar and Maoist peace talks emissary Varavara Rao attended the funeral and placed red flags on their bodies and paid tributes to them. They also condemned the alleged encounter of the Maoists leaders. Scores of people from the village and neighbouring villages participated in the funeral procession.
Members of the Arunodaya cultural troupe and Gadar sang revolutionary songs hailing the martyrs. The police made unprecedented security arrangements in the village by deploying forces to check any intrusion of Maoists during the funeral procession. They also videographed the funeral procession and movement of people entering the village.

Delay in Dummugudem lift scheme
KHAMMAM: Police resorted to lathicharge on the CPI (ML New Democracy) workers, who staged a massive protest here today denouncing the delay in the implementation of the lift irrigation schemes proposed on Godavari at Dummugudem and Rudramkota.
Many of the partymen including the district Secretary Ranga Rao and former Secretary Rangaiah were hurt in the incident.
Rasta roko
The police took recourse to caning as the party workers attempted to lay siege to the Collectorate preventing the officials and employees from entering their offices.
As the police dispersed them from the Collectorate, the protesters came in a big rally to the bus station centers and staged a rasta roko disrupting the vehicular traffic for some time on the Suryapet- Aswaraopet road.
The CPI (ML New Democracy) district Secretary, P. Ranga Rao condemned the police lathicharge on the party workers protesting peacefully in the Collectorate center.
He said that the party would observe Sunday as black day in protest against the police action.
The lathicharge was uncalled for, he said adding that the protest would be intensified for the same demands from January.
The New Democracy organised seven Praja Jathas as part of the week long campaign covered 903 villages in 43 of the 46 revenue mandals and held 495 public meetings.

NEW DELHI: With the iron-ore rich states of Orissa, Jharkhand and Chhattisgarh opening their doors to steel giants like the LN Mittal group, Tatas, Posco and Jindals, the Centre is keen on ensuring a safe environment for them to operate in the Naxal-affected region. The home ministry has called a high-level meeting in Bhubaneswar on Wednesday to strengthen the states' security mechanism in view of the Maoists' stand to oppose such developmental efforts in the region. Led by home secretary V K Duggal, top security officials, including DGPs of nine Naxal-affected states, would review the existing security scenario and the future strategy keeping in mind the huge private investment proposals lined up for these states. "The idea is to provide foolproof security which is important for the economic development of the entire region. The success of these investments will turn out to be the best antidote to poverty and backwardness which are considered the main reasons for the rise and spread of Naxalism,"said a senior home ministry official. According to records, Orissa has signed as many as 43 MoUs to take its steel production capacity to 58.04 MT followed by Chhattisgarh (42 MoUs), Jharkhand (31 MoUs) in the past couple of years. Among these MoUs, the L N Mittal group alone inked a deal for putting up a 12-million-tonne per annum (MTPA) steel plant in Keonjhar district of Orissa. Considering the flow of investment in the region, the Centre, an official said, did not want a repeat of the Kalinga Nagar type of agitation which witnessed the killing of 12 tribals during a protest against Tata Steel's proposed project in Jajpur district of Orissa. Thousands of tribals, backed by Maoists, had opposed the plant fearing displacement. Officials here believed that the time has come to reap the benefits of these investments in the backward regions affected by Maoists and for this a proper security arrangement is a must. The security of railways would also be discussed with MHA suggesting appointment of more personnel in RPF.

Duggal’s statements at the Press conference might please the Government, but his remarks to the senior officials are certainly disheartening.
A.B.Duggal, Union Home Secretary is not very happy with host Orissa. The State Government’s over dependence on Central Reserve Police Force (CRPF) has irked him. “Central para-military force is a back-up. The real fight has to be from the State police personnel. The State Government should emphasize more on providing fool-proof training to its force,” Duggal is stated to have told a meeting of senior officials of the State. It’s a different matter that Duggal sounded happy about Orissa while speaking to the media.
Any ban on ultra outfits has to be in accordance with the Government’s preparedness to give a tough fight. Though Orissa Government has imposed a blanket ban on left-wing extremists, Duggal observed, lot more needed to be done in terms of equipping the force. And, since the police modernization programme rolled out in 2001, Orissa has not made much progress in comparison with other left-wing extremism affected states. This precisely means, the Centre is not satisfied with the State’s pace of modernizing its force. This also means that the administration over the years has not considered police modernization as a priority subject.
Duggal’s statements at the Press conference might please the Government, but his remarks to the senior officials are certainly disheartening. One such remark is that Orissa is lagging far behind in sending its jawans and police officers for higher and specialized training. The number of police personnel deputed by Orissa for guerilla warfare training is less than fifty annually while the figure is much more in other States. After encountering Naxal threat for more than a decade, the State is yet to form a special training center for its force.

VISAKHAPATNAM: When the police force is engaged in a war with naxalites and will not let go a single opportunity to strike at them, Superintendent of Police J.G. Murali made a few to raise their eyebrows by paying floral tributes to the bodies of two CPI (Maoist) leaders killed in an encounter near Jamparlova on Wednesday.
Mr. Murali placed garlands on the bodies of Wadkapur Chandramouli, party's central committee member and a top functionary of its military commission, and his wife and divisional committee member Karuna at the mortuary on the King George Hospital premises here on Friday. Earlier, he spoke to the family members of the two naxalites for quite a while and assured them of extending all help in taking the bodies to their native village in Karimnagar.
Asked the reason for his action, Mr. Murali told The Hindu : "It is a humanitarian gesture. One must be broad-mined."
Mr. Murali said that when Chandramouli's brothers and Karuna's brother-in-law wanted the bodies to be handed over to them, the police had taken a letter from them with the request mentioned in it.
He blamed Andhra Pradesh Civil Liberties Committee (APCLC) and Virasam for painting the encounter as fake and alleged that they were inciting naxalites' families.
The two bodies were brought to the mortuary here after post-mortem was performed at Narsipatnam in compliance with the High Court direction.
The bodies were handed over to them after receiving permission from the High Court which heard a petition filed by the APCLC seeking investigation on the injuries found on the bodies of the slain naxalites.
APCLC district secretary Balakrishna alleged that the police wanted Chandramouli's brothers and Karuna's brother-in-law to sign a letter after which only the post-mortem and inquest reports would be sent to them by post.
The kin of naxalites' leaders alleged that there were marks on the hands of the two having been tied with a rope.

Earlier, at a press conference where the police displayed the weapons, ammunition and other material seized from the sites of Wednesday's two encounters, Mr. Murali denied that letters stating that there were no injuries on the bodies and that the killed persons were terrorists were forcibly obtained from the kin of the naxals.

HYDERABAD: Naxalite leader Vadkapur Chandramouli alias Devanna, killed in an encounter on Wednesday night, had as secretary of the Andhra-Orissa Border Special Zonal Committee (AOBZC), led attacks on Darakonda outpost and other station attacks in the Visakhapatnam agency area and Kalimela and Motu police stations in neighbouring Orissa.
"We suspect Maoist leaders of Andhra-Orissa Border Special Zonal Committee (AOBZC) under his leadership were holding a meeting or planning to hold a meeting to chalk out a major attack. But it was foiled,"police sources said.
To secure his release when he was arrested in 1987 along with four other naxalites, the erstwhile People's War (PW) kidnapped seven IAS officers in Gurthedu.
Devanna was the East Division secretary then. The East Division covers East Godavari and Visakhapatnam districts.
A resident of Sultanabad in Karimnagar, Devanna joined the erstwhile People's War in 1980.
He became district committee member of Karimnagar district in 1984. He was shifted to the East Division in 1986 and was elevated to the post of secretary of the division after a year.
In December 2000, he was asked to head the newly-created Andhra-Orissa Border Special Zonal Committee. The Maoist leader was inducted into the Central Committee and made a member of the strategic Central Military Commission.
As he was overburdened with responsibilities, the PW in 2002 lessened his burden by moving him out of AOBZC.
After the merger of various revolutionary groups to form CPI (Maoist) in 2004, Devanna was made incharge of AOBZC as Central Regional Bureau head.
Every central committee member looks after the party affairs of regional bureaux in different parts of the country or states.
The naxalite top gun had a huge following and the credit of building the party movement in East Godavari and Visakhapatnam agency areas also goes to him.
He is reportedly said to have trained several tribals as party leaders in the Visakhapatnam agency area to carry out military operations for the naxalite group.

VISAKHAPATNAM: A division bench of the High Court comprising Chief Justice G S Singhvi and Justice C V Nagarjuna Reddy on Thursday directed the Visakhapatnam police to produce the entire report relating to the last night's encounter killing of senior Maoist leader V Chandramouli and his wife Kavitha, by 12.30 pm on Friday.
The bench was hearing a writ petition filed by APCLC district secretary V V Balakrishna alleging that the State Government had carried out the killing of the couple in a cold blooded manner.
The petitioner further contended that the couple were arrested in Orissa and were handed over to Andhra Pradesh police a fortnight back. They were killed last night by the police who claimed that they died in an encounter.
The bodies of V Chandramouli and his wife Karuna were brought to the King George Hospital in Vizag after autopsy was conducted on them at Narsipatnam hospital. The corpses will be preserved in KGH till further orders of the High Court and later handed over to couple's relatives.
Meanwhile, balladeer Gadar met Chief Minister Y S Rajasekhara Reddy at Secretariat and submitted a memorandum demanding judicial probe into the encounter and registering a case of murder against the police officials responsible for the incident.
The Chief Minister assured Gadar that he would ask Director General of Police Swaranjit Sen to issue a statement on the incident.
Gadar alleged that the couple were arrested in Orissa based on the information given by a CPI (Maoist) activist Gopal, who was arrested in that State. They were handed over to Andhra Pradesh police who brought and killed them in Visakhapatnam, Gadar said.
This website's newspaper adds from Visakhapatnam: Visakhapatnam (rural) SP J G Murali said that the couple came to Panasapalli to commit a 'sensational offence' to avenge the killing of their top leaders.
Speaking to reporters, Murali said that the police intensified search operations near Panasapalli following information that Maoist leaders were holding a meeting. ''The Naxalites opened fire at the police and the latter returned the same in self-defence killing them,'' he said.
The firing lasted for about 20 minutes and when it stopped, the police found two bodies,'' he said.
